I thought WCS were an active mod once upon a time, does that count?
(and no, i never liked the 'hide passive' stuff, it made my screen feel too empty :p )

It's a tiny animated rotating-stylized-flowery thingy on the upper-left-most part of the "space" area of the screen, barely visible at higher resolutions (I think it's something like 12x12 pixels, or very close to that), but at least it has a "pop-up" when you hover over its general area with your mouse cursor.
Hard to describe in words.
its the same rotaty thingie that shows up in the top right of the market and such when it loads

I am not finding this anchor you speak of. I've seen people mention that you can move the locked targets wherever, but never have been able to figure out how. Screenshot of what this thing
looks like? I see nothing even after minimizing the overview and the selected item window.
lock a target
look for a faint grey crosshair in the top right of your screen, usually under selected item window
